Beyond the Score: Rethinking TIMSS Underperformance in Participating African Countries through Open Education, Universal Design for Learning, and Self-Directed Learning

The African countries that participated in the 2023 Trends in International Mathematics and Science Study (TIMSS) did not perform well. The paper discusses systemic challenges, including language barriers, resource limitations and infrastructural deficits that lead to underperformance. This paper discusses the potential of Open Educational Resources (OERs) and Open Educational Practices (OEPs) in addressing these issues by creating inclusive and self-directed learning environments. This paper uses TIMSS reports and existing literature to explore the ways in which Open Educational Resources (OER), Universal Design of Learning (UDL), and Self-Directed Learning (SDL) may offer alternative ways of interpreting and responding to underperformance in STEM education. It does this by using a qualitative conceptual-analytical method that is informed by insights from an integrative literature. The analysis shows that in the African context, TIMSS scores are not only an indicator of the learners’ ability but also of the bigger issues of unequal access to learning facilities, low inclusivity in the design process of learning and limited opportunities for learner autonomy. The research, viewed through the lens of OER and open pedagogical practices, suggests resource availability, content localisation, and collaborative learning techniques can be used to reform STEM learning experiences and advocates for an educational framework that uses openness to promote equity, engagement, and academic achievement in Africa. As a conceptual review, the analysis relies solely on secondary evidence and does not empirically validate the suggested framework.
